To increase your dweller population in Fallout Shelter, you have several key options:
Breeding: This is the most reliable method. Place a male and female dweller (both with high Charisma is recommended for faster results) in the Living%20Quarters. They will eventually "get to know each other", the female will become pregnant, and after a waiting period (typically 3 hours), a baby dweller is born. The baby then grows into an adult after another 3 hours. Keep in mind pregnant dwellers cannot work in production rooms or fight off incidents.
Radio Room: Building a Radio%20Room allows you to broadcast a signal to the wasteland, potentially attracting new dwellers. Higher Charisma dwellers assigned to the Radio Room will increase the chance of attracting new residents. The room must be powered, and you need to actively be playing the game for it to work effectively.
Lunchboxes: Occasionally, Lunchboxes can contain new dwellers. These dwellers often come with higher stats than those born in your vault and are a valuable source of new recruits.
Quests: Completing certain Quests can reward you with new dwellers joining your vault.
Waiting: Occasionally, dwellers will simply appear at your vault door, seeking entry. This is less common, but it can still happen. Make sure you have enough resources (food, water, power) to support new arrivals.
